Tried Scotts Red Top and it did the same thing. Went and got a 160 dollar starter last night. The damn thing was flooded from trying to start it so much. Tonight will be the night, I will post a video. Going to get it nice and warm and get the oil changed then go for a drive and hopefully bring it home.1998 Chevrolet Camaro Z28 - 6 SpeedComment

If it's flooded you can put the gas pedal all the way to the floor and the car will start in "clear flood mode" (turns the injectors off) - worth a shot.- Brian Meissen

Long story short I feel like an idiot.
The plug for the ICM has been my problem all along.
Replaced lots of parts that didnt need replacing, rebuilt motor, cam kit, bla bla bla.
Cut the ICM plug off my dads 97 Suburban and wired it up to my car and it runs!!!
Ill get the brakes bled and valves adjusted tomorrow.
