A leakdown test puts compressed air in the cylinder (at TDC) and determines cylinder leakage whether it be past the rings, through the valves, or through the head and block mating surface. You need the tester to do it. A coolant temp sensor problem "should" set a DTC as the PCM should be able to use the IAT to anticipate what the ECT should be, at start up at least. If you unplug the temp sensor (open) you should get about a -40 degree reading. Jumpering the connector should give you a very high temp reading. That can confirm the wiring integrity.

You can also test the sensor as it is a thermistor so the resistance changes with temperature. So you can ohm it out while heating it up and the resistance should go up or down depending on whether or not its a positive or negative coefficient thermistor

Tested injector wiring with noid tester
New Plugs
New Wires
New O2 sensors
New Coolant Temp Sensor
New IAC
New TPS
New PCV system
HP Tuners confirms no vac leaks
HP Tuners confirms bank 2 running fine
Confirmed push rods are not bent
Confirmed springs are not broken
Can see rockers working correctly - assuming lifters are fine
Basically its bank 1 related, #7 primary is at 90 ish degrees while others are at 140 via infrared heat gun. It's not a open/closed loop thing. It's all the time.
Edit, any way you can trace some of your cylinder 7 wires back to your pcm? Maybe just those wires have corrosion or a loose wire somewhere?

Tested the plug with a noid tester, it blinks. swapped injectors again tonight..no improvement. The Cyl isn't getting fuel. When I had the intake off its dryer than the others.
Pretty sure it's getting fuel. If you still have the noid light, put it on #7 with the key on the run position and move the harness around. If it flashes then you have a wire shorting to ground.
I'd like to do a leak down test before you pull the head. Compression tester can be made to work as one, just need to pull a schrader valve.
Did you compare #7 compression to any other cylinders? IIRC, it was 165...to me that's not far off what it should be with a cam.
It's possible! I need to order a set of EV1 style connectors for a harness I'm doing which should come with 8 extra pins, that way you wouldn't have to cut into the harness. The pins use a special U barrel crimper
