rings for sure. If you are not exaggerating with the reference saying it drinks 1 quart/1000 miles then it is the rings. No other type of problem could let that much oil go past. EDIT: other than some type of freak issue like a crack in the right spot of the head.
But if there is oil on all the plugs I would bet that it is the rings

First off you need to do a compression and leak down check. Don't go pulling the engine cuz someone told you the rings are bad. They make these tools for a reason.
IF you do have a problem with the short block, just buy another one. They're cheap and easy to find! Of course you already know that! Good luck Spencer. agreed. only you can diagnose the problem seeing you have the car in front of you. However, bad oil control rings will not make any difference in the leakdown or compression readings. What the heck.... I made a HUGE post from work that isnt here... sigh.....
PCV comes off the driver cover around into the passenger side of the intake
The hose that comes off the ONE nipple on the passenger valve cover(truck covers only have one nipple on the passenger cover) goes to the throttle body, evap is capped.
I dont have a leakdown tester otherwise i would. But the leakdown test could still be good and the oil rings be shot right?1999 Camaro - 6 liters of fury.....
