Well the plan is to swap out to the stock AC Delco wires, probably change the fuel filter and probably spark plugs. Still no fire, gonna look at that fuel pump. Being laid off sucks.

Pull a plug and see if it is wet. If your getting fuel and there is weak or no spark it will leave the plugs wet. You could also check the spark with a spark tester. Just because you have voltage at the injector doesn't mean it is getting the signal it inject fuel thus the reason it will run on ether. Sounds like it may not be getting the commands to turn the injectors on and off and I know factory theft systems stop that signal. Did the LT1 Camaro's have a type of theft system on them? If I was at work I could find this out but I am not. Also check ALL grounds from the engine to the chassis and fuses.

I didn't even think about pulling a plug to check for fuel. Also if I replace the fuel pump wouldn't it just be easier to put in a walboro 255? Says it's a direct replacement and costs half of a oem pump.

LT1s do - your security light would be on if it was the VATS system.
If the injectors are soaked and the car is simply flooded, you could try holding the gas pedal to the floor and then try starting the car. That will tell the PCM to "Clear flood" and will turn the fuel injectors off while it tries to crank and then it will fire up.
If the fuel pump is only at 38-39, that does seem rather low. And the fact that it's not holding pressure to me suggests it's the fuel pump. I thought 40 was normal but I just looked and mine sits around 40-50psi.- Brian Meissen

Dont run the car below a quarter tank on the gauge. Thats less than a quarter tank anyway, and as was said you need fuel to cool the pump. Running a tank low is often what finishes off a pump thats nearing its end. Thanks meissen. Upon more research I found it also disables the fuel enable signal which goes to the PCM. But like you said if the system isn't hacked it should also disables the Start circuit. But when people start installing remote starters and alarms in their cars you never know what some of those hacks could have done or not done to make it work. (not saying this is the case here) I've worked on all sides of the automotive world and have seen things that make you say WTF were they thinking.

Because I noticed its a direct replacement and you can pick them up for under 100 bucks. Plus I plan on making some good power so why not do it now? Does it plug right into the harness?

Cut all 4 sides and changed the pump. I believe I put a piece of foam or something in there to keep noise down, squished that down and sheet metal screwed a piece back over. I can't remember 100%, it was like years ago now. Fold the rear seats forward and pull the carpet flap up to get access to it. I will eventually put a alarm system on it but the remote start I will not bypass the clutch switch for that crap. I just tell my girl in the middle of winter to run out and start my car.
