Wheel Project!!!

according to rumor on camaroz28.com, painted SS wheels like mine have the machined surface of the 35ths right there underneath paint.
I have always wanted 35th wheels since i bought the car, but theyre expensive and im poor! So I pose these questions:
-For starters... yay or nay?
-how would i strip the paint?
-should I go with the machined look, or should i polish them to a chrome effect.
-is this a feasible project? I have a lot of patience when it comes to these things, but i dont have another set of wheels to toss on the car when i mess them up.
-anyone ever done anything like this before (involving painting AND metal surface prep)?
