just got bone stock 1999 Trans Am.
can I? and should I? delete my cat converter.

Officially, it's illegal to remove it.
Secondly, there's really no reason to remove it unless it's bad. Modern day converters are far more efficient than what they were in the '70s.
Third, it's probably unlikely the "sound" you're looking for will happen by just removing the converter.
Fourth, if you do remove it, you'll likely want to re-tune it.
So...can you? Sure...this is Michigan.
We single-handedly balance out all those damn Prius's in California, and as we only get 2 months of sunshine a year, we like our holes in the ozone layer to be as large as possible...
Should you? Eh...ain't broke, don't fix it...especially if it's totally stock...
And as for "budget", that needs to be defined.
There is an argument to be made that you could remove and sell the converter to help contribute to the "budget", but that's another story...

I would remove it, personally. A good example is Carlos from the Dyno Day -- he didn't like the sound without the cats so he put a cat back on, turns out it appears to be clogged and he was only putting out 300rwhp with a heads and cam LT1.

Wait a sec...he didn't like the sound with them off so he put them back on, and you're suggesting that he remove it anyway?
If sound is the end goal for cheap, and it doesn't sound good with them off, why would you suggest that?
And we are comparing a LT1 car to a LS car, which isn't exactly apples to apples..

This! I removed the cat off of my old 4th gen and regretted doing so. Sure it was louder and probably flowed just a little bit better, but it would always pop. Guess the factory tune was a little rich and unburned fuel was getting to the exhaust.
If you had a Mustang I'd say yes remove the cat. But since you don't, don't!..................For some reason the Mustang guys can get a very nice sound just by removing the cat, I don't feel the sound you get from removing the cat (alone) on a F-body is pleasurable.
Nate is right, do some supporting mods before removing. You will get closer to the sound you want.
You want sound. You need long tubes.
BBK and speed engineering are going to be the best bang for buck for that. At least need an aftermarket muffler of some sort.
When you get tired of the stinky exhaust you may want to reinstall it. Just follow an older car in the Dream Cruise for a while and you will appreciate a cat more.
Longtube her and don't look back, after my cats plugged up I insalled BBK's and did a Frost mail ordered tune. I am running a GMMG exhaust and it gets a little loud but I like it!
Honestly don't do it I just did it to my stock 02 ws6 only mod is a borla cat back and really no difference on the loudness. And the time it took me to fab up the test pipe was not worth and I do this kinda stuff for a living I wish I woulda just bought headers. But if your low on cash I forgot the compaines name but the make a pipe that bolts up to the y pipe and exhaust manifold for like 130 bucks. Sorry for all the misspelled words spelling was not a gift god gave me.
