Sell car. Start over.
Can you get a better picture of the arch where the pedestal should be? Hard to tell if the entire area is hacked up or if someone just cut it out.

no, both rear wheel wells were/are completely rusted through. Looks to me like they just used this cheap super thin metal sheeting to keep rain and debris out. I can easily pick up steel rear wheel wells from classic industries or the like, but they hacked into the area where the seat belt mount goes so I have to solve that dilemma now. I have to replace the rusted through floor boards too. I'd sell the car and get a different one, but I took out a small loan for this so I figure I might as well just replace panels and por-15 the whole underside of the car, and the inside too.

That car is so far gone that I wouldn't put the time into it. Look for a roller. I got my second 1998 Z28 roller in Grandville for $800, rust free.
