check batery and starter, on my old TA when the starter was going bad it wouldnt start, id jump it and it would roll and roll and roll put a new starter on and bam fired right up this may sound dumb but are all the plug wires in the right place? and are they all tight on the opti? and did you have the timing set off? if so did you put it back on correctly?

took the starter into autozone and it passed the test. i charged the optima six pack red top and its holding 12.9 volts. I gotta work all day till 9 tommo but il throw it in and try to crank it over. if not im gonna dig in and loosen all the rockers a quarter turn and see if that helps

after you get starter back in before you loosen the rockers, pull a spark plug on each side, see if they are wet from gas. Recheck that you have spark, and have fuel pressure. You mentioned earlier you have new opti. You might have it out of time, it is possible to put them on wrong. The only way to tell is to pull front cover of opti off and check where rotor is.
there are 3 slots besides timing pin drive, you may have it in one of the slots instead of drive pin hole.

His is a 94 which is non-vented and is gear driven instead of being driven by the camshaft dowel.

bolted everything up, went to start it, turned the key to the on position but didn't even crank it, and the wire going to the alternator started smoking really bad, and alternator got really hot. I looked at everything and the wires on the starter were touching each other. I also fried the fuse before the fuse block. I have a battery shutoff and as soon as you pull it out w the key off, the security light comes on and the shift light is constantly lit and the fuel pump doesn't come on. Also the windows are messed up when you push up they go down and vise versa. what the heck is going on with this thing.

Did you reverse the wires aswell as shorting them? You may have fried a lot of stuff. Check ALL fuses 1st. then go from there.

The wiring harness may have gotten pinched under the hood. Sounds like wires are shorted out.

checked all fuses w a multimeter, they're all good, the fuel pump is not coming on. I read that lt1's have fusable link wires running in the harness, could one of those fried? How do i trace that down?

it your security light is lit you might of thrown the security system into effect which also will not allow the pump to turn on
