Better intake allows for more air to flow.
Better flowing heads allows to get more air and fuel into the cylinders.
Better exhaust allows they gases to evacuate.
All of this leads to more power.
Also it is the starting point for anything.
Like doing an ollie skateboarding its the basis of every trick.

ive left mine in the car on 100 degree days and presure only got to 12,000psi. optimum range when using it is 10,000psi. i have a kit for sale. youd need a plate for an ls1 tho.

if you think about it, a tune isnt that expensive in the long run. once you do all your mods, you get the car tuned. i look at it like this. heads compliment a cam. exhaust compliments a cold air intake etc. in situations where power adders are used (turbo, supercharger or nitrous) a LOT of the gain/safety is in the tune. my .02

I've seen a pic of a Camaro, where it went off. Everything from the top to about the mid door was gone, including most of the interior. Not a pretty site.
I don't know where you got those numbers but stock lt1 heads flow right around 200cfm not 225cfm. LS1 have alot better flowing heads Im not trying to LT1 bash here but its the truth. Different flow bench's flow different numbers some are stingy some are happy just like dyno's. That prob explains the LT1s heads flowing so high. OP get some headers, ls6 intake, a nice 230's size cam and Have steve tune it. You'll pick up the same power with that stuff as you would with n2o and you'll have it all the time. If you really want heads for cheap though you can pick up stock LS6 heads for around 450 a set and those flow 265@.550 lift. If you keep looking around you can fined good deals on all those parts
Heres what I payed for my H/C/E
Brand new coated jet-hot headers and y-pipe $250
Used Tr224 cam $250
Brand new ls6 heads $450
Pac 1518 Valve springs $150 You could use 1218's to save money
Heads/Cam Gasket Kit $125
Hardened Pushrods $100 You could use stock ones to save money
Tune By Steve @ SB tuning $275
Total $1600 with an ls6 intake $1900
You will need an Ls6 intake also which is another $300 but if your on a budget I would just leave the heads alone and just do the cam, intake, and headers. That would pick you up around 70rwhp. If you knocked off the heads you could do it all for $1400 and if you where really on a tight budget just reuse the stock pushrods.
This is assuming you can do the work yourself if not just get N20 because shops will kill you on labor
