halo headlights, dim halo rings

On the website there bright, I got them used, and the halo is very dim, the bottom where the lights are barely lights up.
is there a kit or ballast? are they just burnt out.. if so is there a fix?

they dont see very bright in the pictures.. But check all your grounds to make sure theyre good and secure.

Hooked directly to the battery. No switch, no relay, I was just seeing of they turned on.

Whats the voltage they are getting?

You might be able to hotwire them to the alternator so they get like 13.5v instead.

I know you bought them used but from where? What color are they currently?
