It's the vent tube for the charcoal canister by the gas tank (EVAP). Personally I just cut the tube at the driver's side wheel well and left it open.- Brian Meissen

Just need to stick it in until you feel it click then the lines should slip off.
This is the tool you should try - I've heard of people using others and IMHO this one is the easiest tool to use:

I bought the x shaped one... works fine.Originally posted by s-10fan262 View Postok i got the x shaped on from autozone..ill return it and get a different one..
you do need to fiddle with the little rubber boots on the line... they get in the way.
Did you find a suitable gromet for this? Im having trouble finding one

Were both of those parts already disconnected from their vacuum feeds? The first pic is the EVAP purge valve, the second is your EGR solenoid. Disconnecting EVAP and/or EGR will trigger an SES error code.- Brian Meissen

Why would you want full manual fans? I'd never allow the ECM or temp switch to NOT be able turn on the fans (unless they are wired to come on when ignition is on) because that sounds like a great way to ruin an engine...one "whoops, forgot to turn my fans on" while sitting in traffic.
I have mine set to run the fans when ever the switch is on, in the off position the computer/high temp switch/AC have control.
