Somewhere either OBD2 or 98+ they put the VATS system into the BCM. If the VATS is bad, unfortunately that would mean you'd have to replace the BCM too.

The 4 min interval thing has happened in the past. the Security light would remain on after the initial start even when the key was back in the off position. When the light went out after the 3-4 min the car would start.
Now the light flashes when the key is being turned and stops when the key is in the off position.

While the light is flashing the car will not start.

The Security light has been on while running for several yrs and would allow the car to start pretty much all the time. I've had a couple of 4min interval hiccups in the last 2 yrs but that was it until a couple weeks ago when it cycled the 4 min about 8 times. I came back 2 hrs later and it cranked right up i did the VATS Bypass but the car still still started and ran even when the VATS connector was just hanging unconnected.(that should of been my first clue) Did the bypass and the light stayed on so I just let it go at that time. Now it's like the system reverted back to Pass/Fail and won't pass it even though the resistor bypass has been done.

I too would look into the ignition switch as the suspect.

            Update

I tried starting the car a couple times this morning with about and hour in between and it fired up on the second try (security light was on and not flashing). I tuned it back off to see if it would keep starting again and it went back to flashing light and no start.
Went to check my Bypass I did and as I was pulling it down to look at it, it cam apart way to easily. So I'm redoing it and hoping it will solve the problem.

Keep your fingers crossed guys and a few prayers would be nice aswell.

Yes We are up and running again !!!!!

Apparently my previous VATS Bypass FAILED and when the system rooted back to Pass/Fail it didn't read the correct resistence so the BCM reported fail and wouldn't activate the Starter.

New Resistors and a Better Soldering Job and we're good to Go.

Still have to thank everyone for the support and a Thanks to Steve for taking the time to come out even though he couldn't solve the issue.
Sorry I wasted his time but when the time comes for a tune I will be giving you a Call.
