Cheap First Car

Hello boys and girls. my 16 year old brother is in the market for his first car. he doesn't have much to spend but needs a reliable car. he's probably got anywhere between 2-3k to work with. anybody have a DD they are gettin rid of?

Prefrences:

-american made
-fuel efficient...to a apoint i guess
-moderate power...he could be trouble with a V8...im just lookin out for you guys on this one hahaha.
-good in the winter
-no major immediate work needed...he's not a car guy
-something with a low-end insurance rate for a 16 year old

buickls make great first cars, sepecially 3.8s. theyre fuel effiecient and they go forever even though the body myight rot away first.
