Not all motors are designed to operate at the same RPM, I dont see why you are throwing LT1 powerband stereotypes onto an L98 motor.
Regardless, my GTA stock to the paper filter ran 14.7's, id imagine an IROC runs faster (less weight then a fat GTA).
I'd still put my money on the LT1 car. 30 more HP, debatable weight difference, wider tires... etc etc.
