Clever.... and makes sense. The pump vacuumed the tank so the cap won't release? Must not be a vented tank?

        Good description April!

        Dead Battery?
Is fuel getting to the carb?

Does it run when gas is poured into the carb? Locking gas caps are usually pretty easy to break loose with some big channel lock pliers..

does it have an actual lock on the gas cap, most any key or a knife shoved in there will breka the lock, they tend to be pretty cheaply made in my experience.

Drill a hole in the bottom of the tank and see if any gas comes out

find a key of the same kind and it should trick it, it has with all mine, otherwise a knife works to break the tumblers, or a locksmith. nut all in all you should take that cap off and buy a different one afterwards

A big pair of channel locks will usually get the cap off. I kept some on hand when I worked at a gas station and people would loose their gas cap key.
