    so

If i buy a 98 Im looking at i want to switch to the 2000-02 steering wheel with audio controls.

    1. How difficult is that swap
    2. Is the car wired already for those buttons?

Unless the option was available for steering wheel controls in 1998, you will not be able to do that with OEM components unless you want to get silly with relay triggers soldered onto PC boards (not worth the trouble). Now, if you upgrade to aftermarket deck - they have provisions to interface with OEM steering wheel controls (some onboard, others with the help of an interface module). You could energize the 00-02 wheel controls and get signal to the aftermarket deck/interface and it very well MAY work.

97-99 were not wired for steering wheel controls. While they can be added, you will have to use the darker 00-02 wheel, the airbag clock spring for wheel controls, and find the radio to column harness.
