      I tried that

I tried that already, could it be the vats?

100% not vats. VATS wouldn't let the vehicle start at all. It won't even crank.

ahh another 93 owner! before you do any modifications you should make sure the car runs well, some times a tune up can be like a performance mod.
Most people agree headers are a good mod performance wise per dollar, also a cold air intake/LS1 swap might not be a bad idea.
