i am not sure what the diaphragm is but here is a pic. this is not my carb but it will show you what i am saying. the valve that is blue opens but the one that is red wont open

Correct me if i'm wrong, but the secondaries top valves are supposed to move down by the vacuum created beneath them when the secondary butterflies open. Therefore, if i'm right then your secondary butterflies are not opening. To check this you could have someone rev it while you hold the upper valves open to see if the secondary butterflies open, or you could rev it yourself from under the hood with one hand and hold the valves open with the other and see if they open. I could be totally off base here, but that is the way I think they work.1994 Camaro Z28

It is hard to be certain without actually looking at the carb but I think the diaphragm circled in the pic is the one that activates the secondaries. If the rubber piece in the diaphragm has a bad enough leak then the secondaries won't open at all. You can check it with one of those hand vacuum pumps to see it has a leak.Attached Files1994 Camaro Z28

i am about to say the heck with this car. now there is a big puddle of thick black oil under the exhaust were there is a small leak in the exhaust. that oil would be caused by the valves in the heads right. i am really tired of putting money into this car and nothing working. if i didnt have so much money invested i would sell it but right now the way it is i couldnt get the money back out of it. can anybody shine some light on this problem.

First of all, with the carb, it's very likely the secondaries will not open unless the car is in gear and driving, so I wouldn't worry about that.
Now for the oil, if you have a "big" puddle of oil coming from the exhaust, the car will be smoking like mad and not run very long. I highly doubt it's coming out the exhaust.
It's likely either a pan seal (the easy one to fix) or a rear main seal (at the back of the motor).

here are the pics it looks worse in person. the part of the exhaust that it is leaking from is a piece of flex pipe and if you put your fing up to the whole your finger gets covered with the oil so i know it is leaking from the exhaust. i just shecked it. i know when i removed the engine some oil spilt on to the floor and it got on the exhaust so some might of made it in the exhaust but no were near the amount that is on the floor.Attached Files

WTF?
The exhaust system should be hot enough to burn off anything INSIDE it, and most everything on the outside...there's no way it should be able to escape the engine still in liquid form, run down the exhaust pipe, and then puddle on the floor.
When was the last time this car was actually driven?
