Electrical questions , horn and driving lights

Ok the first problem is the horn. I am getting no voltage at the plug, I was hearing a clicking from a relay when I hit the horn button but now nothing. I checked all the fuses and everyone is good. Horns do work, but nothing using the cars wiring system. So is there a Relay? where is it located? I guess I will need to pull the steering wheel apart and check in there for power first.
Another odd thing is there is only one wire coming out of the horn plug, but there are 2 pins on the horns and wiring is for a pos. amd neg. So even if I had + at the wire I still dont have a complete circuit without a neg wire on the plug.

The next is the driving lights. I have power at the switch on the dash but nothing out in front at the connector. Again, is there a relay? color code isnt the same from inside to outside, neither is the wire size, way bigger at the plug than the switch. which leads me to believe there is a relay somewhere.

Got it figured out. The horn needs a neg. Its a 2 wire system but there is only one wire, +, on the plug the other side is just a rubber plug. So I spliced a ground into the horns wiring. replaced another fuse. Bingo.

The running/driving lights were a bit weird though. First the fuse was not present, so I had to figure out which one was the correct fuse and which fuse block was the right one. Next, I hard wired the lights in, because I dont have the other end of the plug, and mounted them. What could go wrong? right? Promptly blew that fuse. Turns out the after market lights I was given with the car are wired in reverse. The blue wire is the ground and the black wire is the hot lead. So , Disassemble both lights and unsolder the connections, reverse the wiring and reinstall and viola! running lights!
