Sounds like the ballast is bad.

My snowmobile does something similar. It will be bright then all the sudden all the lights go dim. The machine still runs fine. I checked all wires and replaced the voltage regulator and it still does it. I will ride for 300 miles and it doesn't do it and then all the sudden it will act up for a hour. I always just pray it doesn't happen at night.

Yeah, I know that was no help to you.....

The ballast is bad. The starter is turning it over again when the ballast loses its charge, which is why it flashes....

I think I picked my new ballast box up for around $35. It's like a 5 minute job to change it out too. Mine happened to die when I was at B's getting the trap door mod. How weird is that? I went out on Ebay and put in ballast box and there's a place that warehouses parts for HID systems in CA. I ended up getting 2, just in case the other went goofy. Not an expensive item though.

Check the wiring. I know mine were a pain to figure out. When one would work the other would not and since they were dual filaments it was even worse....

There's probably a whole 'nother thread for this, but in light of what you guys are saying about troubleshooting HID lights, would you say that the conversion was still worth the money, or would you recommend others to stick with non-HID upgrades?
