I wouldnt tune my own car without a wideband, but on a stock engine id say you can get away with it based on experience people have with them.

30.5 should be OK . Most ls1's(h/c, strokers) like 28-29.
The narrow band o2 is what scares me. 02 readings change with age. No way to really check the accuracy of one. widebands normally have a self cal and get checked with Butane to check the sensor
The P.E table was developed on the dyno with a car with very similar mods.
the rev limiter is just that, a limiter not a shift point. I told him to shift @ 6000
I wouldn't dare put 30.5 in a car with h/cSB tuning for all your porting and tuning needs.
