Any and all help would be great thanks.....

at 200k+ miles you should be looking into a complete rebuild.

Cam swap and heads will be your best rout. And if you have anything left over a ported intake and 58mm throttle body. What rod bolts do you have? It will make a differance in your cam selection.

I agree with heads/cam, but I personally wouldn't do it on a loose 200,000 plus mile engine. If you go that far, might as well freshen the whole thing!

Well I can tell you. You need to freshen the motor up. Its will need full machine work. You can get by with out main line honeing or decking with the block for the power goals you want. But you will have to have everything else. Including rods being reworked. Pop for better rod bolts and head bolts. Depending on condition you will problebly have to bore it .040 over to get the cylinder walls straight again. So that means new pistons. New cam bearings. New rod and mains bearings.
Upgraded push rods and new lifters. Timing set.
Then a good cam and ported head. Should do it easy enough.

Is my budget to low for a complete rebuild???? Or is it just not needed for my goals?

You will have about $600 at the machine shop +- $100
                  Cam and lifters $450
                  Pushrods $99
                  Heads around $800-$1200
Rebuild kit about $600 with pistons and rings and new oil and pump gaskets
                  Lt1 Timing set. $75
                  Arp rod bolts $65-$85
                  Arp head bolts. $90-$100
                  Then a tune $150-$350

Yes. As long as the heads are something purchased.
Labor verys. Depending on who. Some charge $600 for assembly some charge as much as $1200. If 6our spending big money on assembly of your motor make sure you get a build sheet.
If you where looking to just get your heads rebuilt it would cost anywheres from $250- $375 depending on what needed to be done. New valve springs new valves so on

                              Rebuild it yourself.
                              Not hard.

350rwhp a cam will get you that in a manual all day.
You won't be blueprinting it for that goal, so its a standard rebuild.
                              Piece of cake.
