How can you tell if you have a bad rack and pinion? Theres no power steering at all. The pump doesnt whine.

ive been trying to figure out the same thing with my car, except I have power steering at 1500rpm+ and none at idle when I need it the most.... ive tried adding lucas and it isnt getting better so I assume the pump is bad....
