I've read that if your vehicle has the Monsoon system that you have to re wire the sail panel speakers in order to get the correct sound from aftermarket coaxial speakers. Is that true? If the vehicle didn't come with Monsoon, do you still have to rewire?

You either buy the correct speakers to work with the monsoon system or you rewire them. If the vehicle did not come with a monsoon system, then no of course you don't have to rewire. The monsoon system is just an amplifier behind one of the backseat seatbelt guides. The wiring from the amplifier to the speaker is what messes you up - if you don't have the amp, obviously no need to rewire.- Brian Meissen

Yes, you would have to re-wire them to make them work ... if you have the 10 speaker sound-system(1993-1996) or the Monsoon system (1997-2002) the sail panels have 6.5" 2ohm subwoofers.
