Camaro I just picked up has rusted floor boards and the interior is completely horrible. I figure while most of the interior is out this would be a good time to do things the right way. Here's the plan, remove the rest of the interior, cut out floor boards and replace them (anyone know where to get new ones? Classic and Hawks don't have them), seal the entire interior (POR-15, or some other sealer? Help?), dyna-mat around the speaker holes, make sure the wiring is all solid, install 98-02 Camaro or firebird interior. Any advice or suggestions on what else I should do?

I appreciate the insight, this was intended to be a project car. One of those I have $100 this week, $200 next month, $25 tomorrow kinda projects. Slow build where I can still drive it. The car was only $1000 and only the floor boards are rusty. I am still looking for other things I should do while the interior is out and some insight with what it a good coating to prevent future rust. I will check out Sherman and right now I am still leaning towards the POR-15 for underbody and interior.

According to your profile, it's a v6 car. Truth be told, you'll have more time and money into this car than you will ever get back out of it. I agree with slowly saving and going to find a better condition 4th gen or a quality 3rd gen. Typically a car is only as nice as how it was when you started. Keep in mind, you're going to spend thousands restoring a car that will only be worth a 2500 TOPS.
If you're ok with the above and want to go at it anyway, then you'll want to replace the floor with good metal. Make sure the interior weatherstrip and all that isn't leaking water into the car. Have the underside sealed with por 15 or something of the like. Treat the floor with some FatMat and new carpet while you're at it. If the floor is rusty, it's probably best to run new fuel and brake lines while you're under the car. It'll save for future headaches.

Guess the best thing is:
1. decide what you want or expect from this. ie: daily driver, cruise car, strip or track car.
2. List out upgrades and price what you want to accomplish # 1. ie: new carpets, door panels, seats, v8 upgrade, etc etc
