Water spots that are really hard and in the paint are from shitty water quality with a lot of minerals in the water. Usually sprinkler systems (especially ones running well water) or rain hitting a dirty car and baking in causes that. I've heard vinegar works great on that. Otherwise, claybar usually works pretty good (although I saw one GTO where the claybar didn't do anything to the waterspots, and will require wheeling to get it out). Claybar gets all the dirt and grit that's in your paint out. If you take saran wrap and then wrap it around the tip of your finger (so it's smooth and protects your car's paint from the oil getting on it) wipe your finger along the paint when its freshly washed and 100% clean with no dirt on it. If you feel bumps and grit, then you need to claybar. Usually (IMO atleast) it's always a good idea to claybar first thing every spring.

A little Detail Tip that i use on boats (which obviously are covered in waterspots)
and i also use this on cars or trucks that come in specifically because of "water spot" damage from sprinklers or anything of that nature...
prior to washing your car use C-L-R (Calcium Lime Rust) spray all the paint down and wash that into your car with a washmit and some warm water and carwash soap or whatever you use. this will remove the mineral deposits in your paint, then from there you can claybar and wax. the CLR will likely take whatever finish you have on there off, but when a car is really bad (caugh*Robs GTO*caugh) using CLR will help level out and lift those water spots that are generally "impossible" sometimes the car will need to be wheeled and polished out to completly remove it....
worse comes to worse sometimes the waterspots will "etch" into your paint if they've been there for a while (much like bird shit will do....even after you clean it off, sometimes if it's been there for a while you will see a ring around it)1998 Camaro SS Bullseye Turbo
