link is broken. post the pic again and I might be able to tell you. I just did a lot of work to my car in that area and hence am very familiar with it (too familiar

if your talkin about in the blinker switch area, mine had a cover but i have ripped the steering coloum apart enough that i gave up in replacing it.sigpicComment

seems like MAAAYYYBe some older gm cars had a rubber flap there... but my 95 bird doesn't have. If it bothers you, try cutting some lite-weight black foam and stuffing in thereComment
